There's no security vulnerability here, so I'm removing that status.
update-notifier doesn't just check for updates during login. A daily
cron-job updates the package lists and update-notifier will notify you
of updates available when they arrive by displaying a notification (in
Intrepid), or by opening update-manager (in Jaunty).
