How is your network configured ?
You should probably be using static system-wide network definition
(/etc/network/interfaces) if you want the network to be up in time for
the NFS mounts (and network services) to start correctly... If you're
using NetworkManager or any other session-related network-handling tool,
then the network won't be up until at least someone logs in...
Please attach your /etc/network/interfaces file to this bug.
