Firstly, the relevant package is vim-gnome rather than vim. (vim is a
console version; vim-gnome provides an alternative for /usr/bin/vim.)
This may explain your confusion.

Secondly, vim isn't linked against libgail directly; this is an indirect
linkage via another library. And, indeed, on tracing it I find that the
dependencies exactly match the direct linkages (as shown by 'objdump
-p'):

  vim Depends: libbonoboui2-0
  libbonoboui2-0 Depends: libgnomecanvas2-0
  libgnomecanvas2-0 Depends: libgail18
