I'm sorry to say, but this is not completely fixed yet.
Thanks Bryce for adding the gettext calls, but we still need to add this file
to po/POTFILES.in and make sure launchpad extracts the template and
translations at packaging time and puts them into the language-pack-base
packages - this needs changes in the debian packaging rules, I think.
