The scripting documentation should be handled by upstream. I suggest you
file a bug upstream asking for such documentation to be included.
http://bugzilla.gnome.org and file against orca.
As for NEWS, README and TODO, they are already in the package, found in
the /usr/share/doc/gnome-orca directory.
