Public bug reported:
not shure though, looks like adjusting dl speed takes effect only after restart
of
transmission ++ the next time transmission is restarted thereafter, dl speed is
very
low again untill the next adjust / restart
then, dont know about the details of the protocol, but is is really necessary to
check all local files after a restart(reboot)? it may takes ages and tends to
eat
up all processor time.
