* UpdateManager/DistUpgradeFetcher.py:
- set 5s timeout for the ReleaseNotes fetching (LP: #109397)
* UpdateManager/UpdateManager.py:
- pass the correct FetchProgress to the release-upgrade fetching
code instead of the incorrect OpProgress
