It is not a trivial task. The software on the live cd is already installed. So there are nearly no packages on the live cd. You would have to repack all packages. I don't know if there are any other distros that allow you to install from the desktop/live cd. Like all Debian based distros we also provide a cd, the alternate one, that comes with the packages and the text based Debian installer. No, I don't wonder why you don't do a fresh install. Upgrading is a key feature of Ubuntu.
