Public bug reported:

I have an external drive (NTFS) that is connected through a USB port to
my desktop.

In Ubuntu 8.10, this drive is recognised immediately after starting my
desktop.

In Ubuntu 9.04 (Alpha-6), this drive is not recognised immediately. If I
turn off the drive, then turn it on, it is recognised.

The desired behaviour is to have the drive recognised and mounted
immediately on boot with no intervention on my part.
