I don't know if I have the same bug or not... but in my case shortcuts are incorrect when I use them to manipulate text in a text box. For example, in Impress when I select text in a textbox and do Ctrl-B which is for bold face, the text gets justified - not changed to bold face. In similar fashion, Ctrl-A results in a 'Save As' pop up instead of selecting all the text. I tried André's suggestion but that did not work. My system language, keyboard settings, OpenOffice language settings all are default English/US.
