Without this distinction, a whole mountain of precision is lost. Consider as a topical example the difference between the two phrases "less documented libraries" and "fewer documented libraries". The former implies that there are "libraries" whose documentation is lacking, whereas the latter implies that there are a smaller number of "documented libraries". To lose the usage of "fewer" would be to create an ambiguity: when discussing "less documented libraries", it would be unknown whether the documentation was lacking, or whether there were fewer libraries.
