You need to create the directory and file manually, e.g.:

$ sudo mkdir /etc/adobe
$ echo "OverrideGPUValidation=true" >~/mms.cfg
$ sudo mv ~/mms.cfg /etc/adobe/

For Flash 10 in Intrepid this worked very well for my Intel 855GM
graphics, but it causes fullscreen crashes in Jaunty (probably due to
the GEM/UXA mess).
