Hmmm, yes it seems likely that this is the same issue... telinit u or kill 1 (same thing, I think) certainly causes the symptom to appear, and since I am usually logging in via gdm or ssh (not getty) it is quite plausible that I may not notice for many hours after a libc upgrade. I've seen no conclusive evidence so far to suggest that the problem is being caused by anything else.
In that case, it probably makes sense to retire this bug and move the discussion to bug #348346. Btw, although I guess normal users should never need it, "u" (and some other arguments understood by telinit) is missing from the telinit man page.
