I believe that this is a duplicate of bug 340308, which caused the
keymap to be reset to a locale-specific default shortly after base
system installation; that bug's fixed, and this certainly seems to no
longer be an issue on current images.
The reason I couldn't reproduce this while trying to debug it was that
/etc/profile in the installer runs setupcon, so the keymap got fixed as
soon as I started a shell to investigate the situation!
