I've never seen that image, but I have tiacx100, which works anyway.
There's no problem with the firmware and I do have the restricted module
package installed, however,

0.4.11.4 1.0.7 1.2.0.30 1.7.0 2.3.1.31 readme.txt
and if you look futher down the log, you'll see that it does get uploaded.
acx: form factor 0x01 ((mini-)PCI / CardBus), radio type 0x0D (Maxim),
EEPROM version 0x05, uploaded firmware 'Rev 1.9.8.b' (0x01020505)
I have compiled the ubuntu version (with some updates, but nothing that
actually affects how it works) with debugging turned on and I get this
from the logs,
[ 8477.908439] IRQ type:2400, mask:D9F5, type & ~mask:2400
[ 8477.908445] got Info IRQ: status 0000 type 0001: scan complete
[ 8477.908447] got Scan_Complete IRQ
[ 8477.908453] scan table: SSID='ana' CH=11 SIR=31 SNR=49
[ 8477.908455] peer_cap 0x0431, needed_cap 0x0001
[ 8477.908458] ESSID doesn't match! ('ana' station, 'STA15EFF3' config)
[ 8477.908461] no matching station found in range yet
[ 8477.908463] acx_set_status(1):SCANNING
[ 8477.908468] acx_set_timer(1000 ms)
[ 8477.908469] sending a start_scan cmd...
so it works perfectly well except that I can't configure it.
Later versions of the driver do register the wireless extensons and I
can configure them with iwconfig (they don't actually work, but that's a
problem for another bug tracker)
Due to the age of the base driver (0.3.21 is the 20051201 or thereabouts
snapshot), I suspect this is a problem with the WE version, but I can't
figure out what the actual problem is.
