Public bug reported:
After rebooting the Gnome-Desktop or the whole system, the setting of
"Lock Panel" (rightclick on panel - "Lock Panel") is lost and the panel
is unlocked again, after login to Gnome-Desktop.
I'm using ubuntu 8.10 and gnome-panel version 1:2.24.1-0ubuntu2.1
