Disabling bluetooth (and possibly WIFI if that switch now properly controls 
WIFI) and removing the SD card allowed me to successfully get the attached 
diagnostic files.

That said, even with radios off and SD card removed, sleep still hangs
after the screen has shut off (and thus no visible debug info)

Hibernate results in what looks like a normal sequence of events, then
changing power state to some hex value, then I get a new login screen. 
I used to not have a swap file (I'm doing a complex multi-boot) but
adding a swap file as per the swap FAQ fixed that error.

Please let me know if I can provide you with additional information. 
There is a photo of a kernel panic also attached, but that was while
bluetooth was enabled and the SD card was present.  Also, there were
approximately 5 screens worth of kernel panic info, but of course my
screenshot couldn't get it all.  I tried to save the dmesg, but as per
the stupid instructions in the Hibernate Debug page, it has you saving
all the logs to /tmp/ so that they're gone on reboot!  After realizing
this I started saving all the logs to /brwillia/home.  Those
instructions are ridiculous.   Maybe they just assume you know to make
that modification.

Could ntpd have anything to do with this?  While in VT1 it stops and
starts sometimes, but I just ignore it, complete my command, and hit
enter.

Do you happen to see any sort of kernel panic at all?  Could you take a
look at https://wiki.ubuntu.com/DebuggingKernelSuspendHibernateResume,
specifically the Debugging Suspend section?  Would be interested if you
could try suspending from a VT1 mentioned there and if you might see any
errors upon suspend/resume.  Please let us know your results.  Thanks.

System hangs, and Ctrl-Alt-Bkspc doesn't help; neither does Ctrl-Alt-F*.  With 
other versions, occasionally I would just get logged out and then in again.  I 
have never had suspend/resume working, with any distribution since Gutsy, with 
neither the free driver nor the proprietary one.  I have also followed the 
instructions concerning how to resume with the proprietary driver.
