I think the best way to push this forward would be to create a bug report with
Debian, so that it gets into Ubuntu from there.
Looking at the diff alone, it seems to be quite a lot and this should be
avoided in the Ubuntu/Debian delta. Apart from that, if it makes sense to have
this included, it will make sense for Debian, too.
btw: is it possible to package this in a separate package, e.g. nginx-
fair-balancer?
