I'm not sure how, but you're both mistaken; openssh-client-udeb is in main (http://archive.ubuntu.com/ubuntu/pool/main/o/openssh/) and openssh-server-udeb is in universe (http://archive.ubuntu.com/ubuntu/pool/universe/o/openssh/). openssh- client-udeb is also on the Dapper alternate install CD. Perhaps you're using apt-get or apt-cache to look for them, which doesn't work for udebs.
