The current behavior is that it will turn on the behavior to keep the window 
open if the indictor applet has been used to hide it or you are logged off all 
IM networks.  This was an ugly compromise for working with other desktops that 
don't have the indicator applet, but also may not have the status icon.
I agree that we need a way to distinguish these modes, but I don't know of a 
good way to do so.  The same behavior happens if there is a status icon in the 
notification area.
