The design we follow is that you can request this at the boot loader screen and then it's honoured by Ubiquity. Aside from any other bugs you may be suffering from, why is this design inadequate - that is, why do you need a duplicate question asked in Ubiquity when the preferences set in the boot loader are already honoured?
