OPAL has been approved to version 3.6.1 and still lacks those video
codecs.

OPAL 3.6.1 add support for H263 (and still for H263-1968).

The video codecs H263, H263-1998, MP4V-ES are probably in libavcodec-
unstripped-52

The video codec H264 is in libx264-65, and also need libavcodec-
unstripped-52

The audio codec iLBC is also non-free, still is important for
interoperability.

As said before those OPAL plugins can be split in several packages.
Ekiga wil find them at run time.

This is what I did in my PPA as noticed in the comment just above.
