Okay, that's good and this is all expected behavior.

-radeonhd is not a default driver and is not installed by default.
Thus, if a user installs it, we reasonably can assume they installed it
because they wish to use it, so assuming its use if no other driver is
specified is appropriate.

As long as the user can return to -ati by either overriding it in
xorg.conf or uninstalling -radeonhd, that should be considered
sufficient.
