Public bug reported:

Binary package hint: nvidia-glx-173

A problem with "NVIDIA x server settings" GUI is that when the user
wants to save the settings by pressing "save to X configuration file"
the user is presented popup box "unable to create a backup".

I suspect this has something to do with the permission is not set
correctly. Also 1 believe there should be a security prompt asking for
sudo permission before entering the "NVIDIA x server settings". This
would probably allow the settings program to work correctly by giving it
root access (or limited privilege just to modify xorg.conf and
xorg.config.backup.
