ubuntu-bug passes through -c just fine. However, calling
apport-{gtk,kde,cli} with -f -c is invalid, since -f means "file a bug"
while "-c" means "report a crash". The UI can only be invoked in one
mode.

I'll change "ubuntu-bug /path/to/foo.crash" to do the right thing.
