The reason is that update-manager temporarily enables apport right
before the upgrade, to catch package failures, etc.
This won't be an issue for the final release, since update-manager will
disable this apport enabling for final.
The new conffile in jaunty adds two comment lines, thus the simple
s/enabled=0/enabled=1/ in u-m causes this delta.
