I have this problem as well on my TX1020ea. Standard vertical scrolling doesn't work even though It's enabled under System-Settings-Mouse- Touchpad.
Instead I have some kind of half working multi-touch scrolling. I keep my left pointing finger on the left part of the touchpad then I scroll vertically with the right pointing finger on the center of the touchpad area. The page moves down but it stutters and seems to jump up sometimes.
