Well I guess someone needs to decide if it is a bug in firefox, the ubuntu packaging, debian packaging, or just the documentation. I would say firefox is 'working correctly' and the default of not allowing extensions to install is correct from a security viewpoint.. which means the problem is in the documentation and help, plus a lack of a clear way to set the about:config options (eg a button in the preferences menu). But from the point of view of a naive user hoping to replace Windows with Ubuntu .. its a real showstopper when things just don't work: most people will search all the menus and try all the buttons .. but no one would ever guess 'about:config'.
