Suspend is definitely a better default than the current one: shutdown. If battery power is critically low and we suspend, the worse that can happen is that we have to boot back up from scratch when the power runs out. In the best case we save them some boot time.
Hibernation + Suspend like macs do would be ideal, but I thought that idea was rejected before due to driver problems.
