Cpufreq scaling doesn`t work outbox with the VIA C7 CPU. No govenor is loaded.
The scaling driver e_powersaver from VIA should be loaded.
With a Everex Cloudbook, who has also ha VIA C7 CPU, works the cpufreq
scaling outbox. (e_powersaver)
