Thanks a lot for taking the time to reply.I already tried disabling all compiz 
effects and changing to a PS/2 mouse but the problem persists.
I talked with some friends of mine and they told me i should update the BIOS. 
I'm now starting to think this might be it because not long ago while I was 
modding my PC I made a few shorts and then the system refused to boot for a 
while.

 Now I really want to update the BIOS but i'm afraid something go wrong
and I'll end up having to purchase a new motherboard...

Thanks for reporting this issue. If you are seeing this in all versions
of Linux, it is most probably a hardware issue. Try changing to a
standard PS2 mouse and keyboard. Also, turning on all effects does not
mean this is not video related. Have you tried turning off all those
effects and even removing compiz?

I have tried to reproduce this issue, and even on my 400MHz cpu with 4MB
video card, I am not able to.

Bug description:
NOTE: I'm not reporting a package-specific problem. I'm having this issue in 
any and all aplications, including OS's file manager.

Ok, so I've been using Ubuntu for a few weeks now but I still can't find a 
solution to this bug. Basically the thing is whenever I scroll (either up or 
down, it doesn't matter) the computer slows down. A LOT.
CPU usage goes up to 70-80-90% and if I scroll up and down a few times very 
fast I end up just starring at the monitor while the CPU struggles to cope with 
the load.
Note that this happens in all applications.
My best guess is this a memory management problem (a leak?) but I really don't 
know...
I have the newest video drivers installed and I can confirm it's not a video 
card-related issue because I can turn on all the features and effects in Compiz 
without seeing any performance hit whatsoever.
Reinstalling the OS didn't help at all either.
Moreover the problem persists regardless of the distribution. I've tried 
Kubuntu, Xubuntu, Linux Mint, Qimo, openSUSE, OpenGEU, etc etc etc.
The fact that no matter what distribution I install the problem persists made 
me think it is a hardware-related issue. Somebody suggested I should try using 
a traditional PS/2 mouse (the one I have connects to a USB port) but that 
didn't help either.
I have read through many threads that discuss this problem on the forums but 
none of them actually provide a solution unfortunately.
I have switched back to Windows because this is unbearable.....

Please work on solving bugs and improving stability/performance instead of 
focusing on graphics and eye-candy when you're developing a new version!
Any help would be greatly appreciated, I really want to use Linux, but it's 
such an imature OS....
