I think I found a way to "undo" this behavior. Open firefox. F11 x 2 UN-MAXIMIZE (If Maximized) Reduce size of firefox window to fit inside of desktop. File -> Quit Open firefox. Maximize File -> Quit Open firefox.
It should now be sized to the desktop correctly.
