Thanks for taking the time to make Ubuntu better. If you're looking for support to get your webcam working with Skype, then filing a bug against the software will be a slow and painful experience for you. The Launchpad bug tracking system is intended for software bugs that can be fixed by developers, and each bug report must include enough information about the bug to be useful. It doesn't work very well for support questions.
The workaround in https://answers.launchpad.net/ubuntu/+question/49739 really does work, but it's not easy and can be very frustrating if you've never compiled software before. You can get much faster and more effective support with the workaround in the two official support channels: At ubuntuforums.org or on IRC at irc.freenode.net #ubuntu. The real, fixable bug (broken support for many webcams - take a look at bug 255678, for example) is being worked on. If you feel that your issue (webcam not working) is covered by bug 255678 or another existing bug, please click the 'Affects Me Too' link on that bug so you will be notified when it is fixed. And please reply to this bug report so we can close it. If you feel that your issue is new and not covered by an existing bug report, that you have uncovered a new bug, then we'd be grateful if you would then provide a more complete description of the problem. We have instructions on debugging some types of problems at http://wiki.ubuntu.com/DebuggingProcedures At a minimum, we need: 1. the specific steps or actions you took that caused you to encounter the problem, 2. the behavior you expected, and 3. the behavior you actually encountered (in as much detail as possible).
