When update-manager checks for updates, it downloads lists of packages
and stores them for the package manager to use. If it did not do this,
there would be no persistent memory of what happened during the check.
That would be bad, because the lists can be large, and it takes a while
to download them.

Storing the lists requires root priviledges. Because of this, you have
to enter your password.
