The code that checks this is the following:

The goal here is to prevent an administrator from inadvertently removing
ecryptfs-utils, in case one of her users is actually using ecryptfs. Of
course, the administrator has the ability to 'rm -rf
/home/$i/.ecryptfs', if that's the appropriate action.
