This is fixed in Jaunty.  The bootmisc.sh file is no longer used to save the 
kernel messages.  I tested by renaming /var/log/dmesg and rebooting without the 
splash screen.  No errors were seen and once booted dmesg had been recreated by 
the system.
If others can confirm that this remains an issue in hardy and intrepid this bug 
can be nominated for fixing in those releases.
