Thanks for your bug report.
I tried to reproduce this in 9.04 beta by the following steps:
1. Set System>Preferences>Appearance>Visual Effects to None
2. Open System>Preferences>Keyboard>Layouts
3. Added the Sweden/Sweden layout
4. Set Sweden to the default layout
5. Open gedit and confirm the keyboard is Swedish
6. Set System>Preferences>Appearance>Visual Effects to Extra
7. Check keyboard in existing gedit and new gedit window
The keyboard continues to be Swedish for me (I also have the keyboard
applet showing no change)
Tested in 9.04 beta, can you please check this in 8.10/9.04?
