yes, for security reasons, linux has permissions. if you want to write elswhere 
than your home directory you need to do that as the root user.
save the file "145.ffmpeg.soundkonverter.xml" to your home directory (eg. 
/home/dietmar/145.ffmpeg.soundkonverter.xml)
press [alt]+[f2]
type "konsole", press [enter]
type "sudo cp /home/dietmar/145.ffmpeg.soundkonverter.xml 
/usr/share/apps/soundkonverter/plugins/", press [enter]
now you should be asked for the root password
restart soundkonverter
