If you right-click on the panel and change the properties to show hide buttons and arrows on hide button checked you can click the arrows and find the close button under the panel so you can resize the window.

Gnome desktop environment. I do not believe the window decorator is crashing as pressing F11 twice fixes the display issue. When I disable COMPIZ, the problem goes away.
