There remain some specific issues here, but the general problem of
incorrect map projection is now believed to be fixed, so I'm going to go
ahead and close this bug.
(The recently-mentioned problem with getting the Indian timezone band
selected was fixed by adding details for the UTC+5.5 timezone to the
installer, which had been missing by mistake.)
