Oh, good grief! I'm sorry to waste your time. I had forgotten that I had done a local install to correct an issue I was having with the places menu. I thought I had done a checkinstall, but either I did and it didn't remove the local binary, or I didn't do a checkinstall.
Removing /usr/local/bin/gnome-panel and running an apt-get install --reinstall gnome-panel fixed it.
