You need to supply the correct -pf (pid file) option, the same that the
original dhclient3 process has. Then it works just fine:
$ ps aux|grep dhc
dhcp 375 0.0 0.0 14096 776 ? Ss 15:16 0:00 dhclient3 -pf
/var/run/dhclient.eth0.pid -lf /var/lib/dhcp3/dhclient.eth0.leases eth0
t$ sudo dhclient -r -pf /var/run/dhclient.eth0.pid -lf
/var/lib/dhcp3/dhclient.eth0.leases eth0
[...]
DHCPRELEASE on eth0 to 10.28.130.1 port 67
$ ps aux|grep dhc
$
