I'm having the same problem with the 2.6.28.11 kernel.  I finally got the rt 
kernel to boot for me yesterday, but after a while it locked up hard on me.  
After I cycled power, the generic kernel would no longer boot.  I've tried 
setting rootdelay=120, but it doesn't seem to make a difference.  I suspect 
that no value will make a difference, as I'm able to boot 2.6.28.8-generic with 
no issues whatsoever.
I can also still boot 2.6.28.3-rt, if I'm willing to live with periodic hard 
freezes.  But that's a separate issue.
So, I'm new to the Linux world, coming from FreeBSD.  What would cause one 
kernel to not be able to find its root volume while another has no problem 
booting from the same volume?
