In my installation of Ubuntu 8.04, there was no startup link between
/etc/init.d/avahi-daemon and my default runlevel directory /etc/rc2.d/
therefore padevchooser would fail to start with error message as above.
Creating the link has permanently rectified the issue for me - code: $sudo ln
-s /etc/init.d/avahi-daemon /etc/rc2d/S24avahi-daemon.
If my contribution is in the wrong place I'm sorry but I am new to Launchpad.
