When vertical scrolling is disabled via:
Mouse Preference > Touchpad > Enable vertical scrolling (unchecked)
Vertical scrolling is disabled as expected when using the vertical-scroll part
of the touchpad.
However vertical scrolling is still possible by using the main touchpad area
when the vertical-scroll
part of the touchpad is being touched.
