In Pidgin 1:2.5.5-1ubuntu8 I was able to confirm that closing the Buddie
List window does not shut down Pidgin even when the system tray icon
preference is set to "never." The indicator-applet (envelope) icon
remains, pidgin is still running, and the FUSA shows the user as
available. Left-clicking the indicator applet lets you bring back the
Buddy List. I was not able to confirm the "Quit" option on the buddy
list as being greyed-out, however.
Explicitly selecting Quit from either a right-click of the system try
icon (when enabled) or from the Buddy List menu are the only ways to
exit Pidgin. I think the expected behavior would be for Pidgin to quit
when the Buddy List window is closed if the system tray icon option is
set to 'never.' It only makes sense for the program to remain running
if the buddy list window is closed is if either of the system tray
options are enabled ('mail notification' and 'always on').
