Indeed, you seem to have Ubuntu 7.04 installed. It reached its end of
life in October 2008, so the software repositories have been moved to a
different place. To continue with upgrade, you need to correct your
sources.list file. To do this, start a terminal (Apllications ->
Accessories -> Terminal) and enter:

gksudo gedit /etc/apt/sources.list

An editor window will open. Throughout this file, release
archive.ubuntu.com with old-releases.ubuntu.com . Save and exit.
Synaptic and update manager should be functional after this.
