Odd, there are the icons...

/usr/share/notify-osd/icons/hicolor/scalable/status/notification-network-ethernet-connected.svg
/usr/share/notify-osd/icons/hicolor/scalable/status/notification-network-ethernet-diconnected.svg

which should be picked up by non-human-based icon-themes (yes these two
icons are identical). notify-osd itself isn't really responsible for the
icons/names passed to it. This is more directly an issue of the icon-
themes and the network-manager-gnome (nm-applet).
