I had this problem on my PC but I have fixed it. When I originally installed Ubuntu Edgy everything worked fine. I booted up and the CPU Frequency Scaled as expected.
Then I started to play with the setting of the Login Window (System>Administration>Login Window) There I unchecked "Show Actions Menu". From then on, every time I booted up, I got the message CPU Frequency Scaling Not Supported. (I did note that on a reboot the message was not shown and the CPU scaled as expected). After setting the "Show Actions Menu" on, I now boot every time with no problems what so ever.
