The action of clicking the "Set System Time..." button and then
authenticating does actually set the time, despite the Time Settings
window closing. This is by design, but the behaviour is very confusing
to users, and there is already another bug report about that (bug
191471). This problem has caused other people the same confusion
experienced here (eg, bug 337445)
